Experts in AI caution that the West must outpace China in AI advancement.
Draft regulations by the Cyberspace Administration of China will demand that AI chatbots, including ChatGPT, promote the Communist Party’s “core values” and follow existing censorship laws. Chatbot developers must also protect intellectual property and avoid dishonesty. Additionally, they must register their AI algorithm with the government and prevent any information that weakens “state power” or national unity.
Although developers, such as OpenAI for ChatGPT, have implemented some restrictions to prevent their bots from discussing specific subjects, China’s proposed regulations are significantly more rigorous.
As nations worldwide are struggling with whether and how to regulate the rise of AI systems, China’s robust response is noteworthy. While the European Union has already put forward an Artificial Intelligence Act, proposing regulations, American legislators have not yet suggested any significant laws.
In the meantime, certain AI authorities have advocated for a temporary halt in development to establish safety protocols and optimal practices regarding AI advancement. Earlier this year, billionaire Elon Musk was one of several technology leaders who signed a public letter to that end.
However, other AI specialists have contended that pausing development in the West would merely enable Chinese competitors to equal and possibly outstrip Western corporations.
